Dear Wynncrest Homeowner,

The annual meeting of Wynncrest Homeowners Association was held on October 12, 2022, at Crestview Middle School 7:00pm. Thank you to those of you who were able to attend.  The following matters were discussed with 24 households represented in person or by proxy.  The meeting was called to order by trustees Lori Roach and Randy Roth (Craig Sorce arrived late due to a family commitment).  Lori Roach took minutes.

Fountains and Waterfall

Although the water features are working on the fountains, the lights on the lower pond fountain are not working.  The middle pond fountain also has some lights out.  These were halogen lights and lasted for several years.  Replacing these lights with halogen lights is less expensive than LED lights, but LED lights should last longer.  The trustees are waiting until after the freezing and thawing of winter to complete the replacement of these lights and will continue to evaluate lighting options.  The upper pond fountain lights are working.  The only issue occurs when there is a power outage.  This disrupts the timers which must then be re-set.  Ideally, the trustees would like to replace these timers with astrologic timers similar to the landscape lighting timers at the east entrance.  The landscape lighting at the base of the falls has malfunctioned.  This is on schedule to be fixed.  We do not anticipate this being a major repair.

Electrical and Lighting

The lights on the path between the middle and upper pond are badly damaged and in need of replacement.  The trustees suspect vandalism to have played a part in this issue.  These lights are 12-18 inches tall and number around 20.  Several have broken and detached tops.  The members discussed various options to replace these lights.  Low profile lights would likely be less prone to vandalism or accidental damage, but these are not as bright as the taller lights.  The members present would like to take a survey of the entire the neighborhood to determine a broader preference and perspective.

Lakes and Grounds

The trustees are managing the algae and moss in house.  There were no major issues this summer like there were last year.  Randy Roth raked the lower pond to keep the growth under control.  The trustees are considering adding pond dye to the ponds.  This dye will help with algae and plant control and gives a nice appearance to the water.  It is also inexpensive to complete.  This year the association spent $4900 in tree removal and trimming.  This included updates to the east entrance, removal of invasive honeysuckle, and removal of dead and leaning trees.  The trustees received three bids for this work and awarded the job to the lowest bidder.

Legal Update

There have been no major legal issues this year.  Residents and trustees discussed the possibility of updating the indentures regarding issues such as AirBB and consequences for ongoing violations.  Residents discussed the past attempts to amend the bylaws and the issues expressed at that time.

Wildwood Watershed Erosion Task Force

Wildwood created an Erosion Task Force approximately two years ago.  Six water basins have been identified that might lend themselves to upgrade to better address runoff from storm events.  Wynncrest trustees have been contacted to meet with the city to discuss this information.  According to the letter from the city, “It is important to note, if authorized by your HOA, the cost of the upgrade would be carried by the City, not the subdivision.”  Other similarly situated HOA’s were also contacted.  Wynncrest trustees are in the process of scheduling a meeting with the city to investigate further.  (UPDATE:  The trustee’s met with the City on November 2.  The main objective of the meeting was for the City to ask permission to be on site to examine/inspect the water retention pond(s) and basin(s).  We agreed to allow the consultants/engineers who are working with the City to inspect the upper most pond to determine if it would be suitable for retrofitting.  The goal would be to enable it to hold more water for a longer period.  There is also a 3rd dry basin that has extensive issues.  This is in between phase one and phase two.  This will also be examined.  As we continue through this process, it is possible the other ponds and basins will be reviewed as well.  Though, at this point, discussion mainly centered around the upper pond and 3rd basin.  No work has been agreed to as yet, this is in an exploratory phase.)

Homeowner Responsibility

The trustees thank the residents for their continued commitment to the high quality of our neighborhood. As you know, purchasing a home in a community association offers many advantages to the homeowner, but at the same time imposes some restrictions.  These restrictions are not meant as an inconvenience or an invasion of your freedom, but rather as a means of maintaining harmony in your community.

As a reminder,

  • Be cognizant when you or your guests are parking on the street to not double park or impede a neighbors driveway,
  • Keep trash cans out of view of street,
  • Make sure to abide by natural resource protection restrictions,
  • If you have trees over hanging the sidewalk of your property, please trim back for sidewalk traffic,
  • Please remember to pick up and dispose of the waste from your dog when walking through the neighborhood.  
Budget

We began 2022 with $90,024 beginning balance.  We estimate 2022 total revenue to be $97,359 and 2022 total expenses to be $91,413.  We estimate to end 2022 with $95,970* ending balance.

For 2023, we estimate $95,970* beginning balance.  We have budgeted $96,750 revenue, and $106,962 for expenses.  This would result with an ending balance for 2023 of $85,785.

(*These numbers were based on January through September 2022 actual income and expenses.)

Election

There was no quorum to hold an election.  The three year terms for Craig Sorce and Lori Roach have ended.  Volunteers were asked to step forward.  Given there were no other volunteers and that there was no quorum to hold an election,  the current board of trustees will continue for the following year until the next annual meeting and election.

Other Discussion

The residents in attendance would like for the trustees to survey the current residents as to priorities for the future.  This survey will be completed online at the association website www.wynncresthoa.com.
