At our most recent Annual Homeowner Meeting held November 14, 2012, the following matters were presented and discussed. Unfortunately, again we did not have a quorum of 39 homes represented at the meeting, so no “official” business could be conducted, or votes taken.

1) Financial results – the HOA will end the year with a projected balance of $29,265, which is an increase in cash of $13,202 from the beginning of the year.

2) The board presented a budget that does not require a change in our annual dues. A “straw vote” of homeowners was taken and we had a unanimous agreement of leaving our annual dues at the present $600.

3) It was reported that the middle pond now holds water. The lowest pond has been repaired under warranty by Kelpe and it now holds water. Unfortunately, when both the upper and lower waterfalls were turned on, it was discovered that both have leaks in them. The lower falls waterfalls were damaged during the latest pond leakage problem repair, and Kelpe is in the process of repairing this damage at their expense. The upper waterfall leakage problem is of a different nature, in that we have leaks in the pipes that bring the water up to the top of the falls. These leaks are at the very top of the pipes and have been caused by the settling of the dirt around them. This repair is one that will have to be paid for by the HOA as it was not caused by the contractor. Accordingly, the board recommended that we engage Kelpe to perform this repair at a cost of $17,000. On a “straw vote” the majority (24 of 25) of homeowners agreed to have these repairs completed by Kelpe. Both of the waterfall repairs will completed as soon as Kelpe can begin the work. This represents the first expense that the HOA has incurred for waterfall repairs since the HOA was turned over to the homeowners.

4) The Social Committee headed by Marilyn Brightman reported that both the Spring Garage Sale and the summer/fall picnic were cancelled due to lack of participation. If anyone would like to be part of the Social Committee, please contact Vicki Helfrey.

5) Streetlights – Any problems with the street lights should be reported directly to Ameren UE, (1-800-552-7583) and they will schedule a repair.

6) Streets and sidewalks – If a problem is noticed with either of these, please contact the City of Wildwood (Scott Hummel: 636-458-0440), and they will investigate the required repair.

7) Street trees – If you notice a problem with a street tree on the terrace, including needed trimming, please notify the City of Wildwood (Scott Hummel 636-458-0440) and they will take care of the problem.

8) Common areas – The landscaping in these in these areas is the responsibility of the HOA. If you notice a problem, please notify one of the Board of Trustee members. Please do not plant trees, flowers, or shrubs in the common areas without approval of the Board of Trustees.

9) Yard signs – The Wynncrest Restrictions do not allow yard signs to be placed and kept on lawns other than realtor For Sale signs.

10) Dogs – We have had numerous complaints from various homeowners about homeowners walking their dogs and not cleaning up after their pet, especially in another homeowner’s yard. The City of Wildwood has an ordinance that requires dog walkers to clean up after their dogs. If you notice a problem of this nature, we ask that you contact the City of Wildwood to register your complaint. We also respectfully ask that if you are a dog walker, you please clean up after your pet.

11) Election – The Board recommended that Bob Warren be appointed for another year. The homeowners unanimously approved this appointment. The Board recommended that Vicki Helfrey also be appointed for another year which also was unanimously approved by the homeowners.

12) Legal Update – No action this past year.

13) Amendment – We have had several failed attempts to have the proposed amendment (presented last year) approved by the required 66 2/3 homeowners. Therefore, the board of trustees has decided to no longer pursue the approval of this amendment.

14) A recommendation was made to consider having the four entrance monuments lit by larger lights instead of the present low-volt lights. Accordingly, the Board is securing bids from electrical contractors for this project.
